I used gradient overlay to make the iris. I changed the style to radial and the blend mode to anything.

To overlay an image of stars onto a picture of a hand, you would have to press CTRL and press the thumbnail of the hand layer. After that, press 'CTRL SHIFT I' then 'delete' When you're done press 'CTRL D' to get rid of the highlighted lines
